These places exist so that your bank balance stops being the deciding factor. Most people never send a single application to any of them.

A fully funded scholarship pays tuition and living costs. That is a different thing from a tuition waiver, which still leaves you proving $11,000 or more to a visa officer. This article covers only the first kind, only government or state-backed schemes, and only ones open to applicants from outside Europe. Each entry gives the window from the last cycle so you can see the shape of the year, the limits that disqualify people quietly, and what the money actually covers. Confirm the exact 2027 dates on the official page, which is linked for every one.

The shape of the year, for a September 2027 start

  • August to October 2026. DAAD EPOS deadlines, programme by programme.
  • November 2026 to mid January 2027. Stipendium Hungaricum. Swedish university applications.
  • January to February 2027. Türkiye Bursları. Swedish Institute scholarship application.
  • February to April 2027. World in Serbia, Italy MAECI, Romania, Banach NAWA.
  • Rolling, by region. Italy’s DSU grant, assessed on family income at each university after admission.

Türkiye Bursları

Covers. Full tuition, a dormitory, a monthly stipend, health insurance, return flights, a year of Turkish lessons and the alumni network. Open to applicants from 178 countries.

Window. 10 January to 20 February in 2026. Expect the same weeks in 2027.

Limits. Under 21 for bachelor, under 30 for master, under 35 for PhD. Minimum 75 percent for master and PhD, 90 percent for medicine, dentistry and pharmacy.

Worth knowing. Teaching in many programmes is in Turkish after the language year, even where the admission page says English. Read the specific programme. Study in Türkiye.

Stipendium Hungaricum

Covers. Tuition exemption, a dormitory place or a monthly housing contribution of about HUF 40,000, medical insurance, and a monthly stipend of HUF 43,700 at bachelor and master level, rising to HUF 140,000 and then HUF 180,000 at doctoral level. Around 5,000 places a year through bilateral agreements with more than 90 countries.

Window. The system opens in November and closed on 15 January 2026 at 2 pm Central European Time. Nominations by your sending country follow in January and February, university admission runs March to May, and results come in June and July.

Limits. Your country must be on the partner list, and the nomination comes from a ministry at home, so the home-country step has its own deadline. Check it the same week you check the Hungarian one.

Worth knowing. The stipend does not cover all living costs in Budapest. It does in a smaller university city. Study in Hungary.

Banach NAWA, Poland

Covers. Full tuition at a public university plus about $675 a month and a travel allowance, at master level. 130 laureates from 25 countries in the 2026 call, and the scheme names applicants from outside Europe explicitly.

Window. The call opened in spring for the following September.

Limits. A completed bachelor, a Polish public university admission in the relevant field, and a country on the eligible list.

Worth knowing. Poland now requires B2 English proof and certificate verification before the visa regardless of funding, so start those the month you apply. Study in Poland.

World in Serbia

Covers. Tuition, accommodation, meals, a monthly allowance and insurance. 536 holders from 127 countries. Open to Non-Aligned Movement member and observer states by treaty status rather than by lottery, which includes most of Africa and Asia.

Window. Early in the calendar year.

Worth knowing. Teaching is in Serbian after a free intensive language year. The visa decision is about fifteen days, the fastest on our table. Serbia is outside the EU, so plan the degree as the product rather than the residence. Study in Serbia.

Romanian government scholarship

Covers. Tuition, accommodation and a monthly allowance. Open to all non-EU countries.

Window. Spring, through the Romanian embassy in your country.

Worth knowing. Bachelor and master teaching is in Romanian after a free preparatory language year. PhD may be in English. A ministry Letter of Acceptance comes before the visa. Study in Romania.

Italy: DSU regional grants and MAECI

Covers. Two routes. The DSU regional grant pays about $8,330 a year plus zero tuition plus free housing and meals, assessed on family income rather than won in a competition. The separate MAECI government scholarship pays about $1,045 a month plus a tuition exemption.

Window. MAECI opens in late winter. DSU is applied for at each university after admission, usually in summer.

Worth knowing. Italy is quietly one of the best value countries in Europe because support is assessed on your family income. The paperwork is sequential and the deadlines are hard. Universitaly pre-enrolment is mandatory, and the visa appointment deadline for the 2026/27 year was 30 November 2026. Study in Italy.

DAAD EPOS, Germany

Covers. Postgraduate study with a living allowance, insurance and flights, for applicants from developing countries with professional experience. DAAD also lists dozens of other awards by country in its scholarship database.

Window. Programme-specific, mostly August to October of the year before the course.

Worth knowing. An EPOS award replaces the €11,904 blocked account entirely. Most programmes want two years of relevant work experience, so this suits people a few years out of their first degree. Study in Germany.

Swedish Institute Scholarships for Global Professionals

Covers. Full tuition, about $1,255 a month, a travel grant and insurance, at master level. Around 300 awards a year across 34 eligible countries. One of very few European schemes that pays living costs rather than just tuition.

Window. Apply to the university through the national admissions portal by mid January, then to the Swedish Institute in February. You need the admission application number before the scholarship application.

Worth knowing. Three thousand hours of work experience and a demonstrated leadership record are weighed heavily. Study in Sweden.

Tuition waivers, and why they are not the same thing

Finland and Denmark both have generous awards, and both are mostly waivers. Aalto and Helsinki grant 50 to 100 percent tuition waivers at master level, awarded automatically on admission. Danish universities award full or partial tuition scholarships directly. Both leave you proving living costs to the migration office: about $11,150 with six months of bank history in Finland. A waiver takes the largest single line off the bill and is worth having. It is not a funded place.

How to run this calendar without losing a year

  1. Pick three, not eight. Each application is a week of real work. Three strong files beat eight thin ones.
  2. Sort by what disqualifies you first. Age limits and partner-country lists end applications before grades are ever read. Check those in an afternoon.
  3. Book the English test now. Most schemes want a valid IELTS, TOEFL or PTE at the application stage, and it is the one document that blocks everything behind it.
  4. Request transcripts this month. Universities can take months to issue them, and every scheme above wants them certified.
  5. Apply to the university and the scholarship in parallel. Several schemes need an admission number before the scholarship form opens.
  6. Keep the self-funded route alive. Scholarship results arrive in June and July. If you have no plan B by then, you have lost the year.

Nothing here is a guarantee of an award, and we would not trust anybody who offered one. What it is, is a list of real doors with real dates, which is more than most families are ever given. The Route Finder flags which of these funded routes fit your profile at the end of its ten questions.

Questions this article answers

Which scholarships pay living costs as well as tuition?
Türkiye Bursları, Stipendium Hungaricum, the Banach NAWA programme in Poland, World in Serbia, the Romanian government scholarship, Italy's DSU grant and MAECI award, DAAD EPOS in Germany and the Swedish Institute scholarship all pay a stipend or housing on top of tuition. Finnish and Danish awards are mostly tuition waivers, which still leave you proving living costs.
When do fully funded scholarship applications open for 2027?
Most windows fall between November and April for a September 2027 start. Stipendium Hungaricum runs November to mid January. Türkiye Bursları ran 10 January to 20 February in 2026. Banach opened in spring. DAAD EPOS deadlines are programme-specific and mostly fall between August and October of the year before. Treat the previous cycle's dates as the shape and confirm the exact day on the official page.
Can I apply for several fully funded scholarships at once?
Yes, and you should. None of these schemes penalise you for applying elsewhere. Each costs nothing but time, and the single most common reason capable applicants are not funded is that they never sent a single application.
Do I need a first class to win a fully funded scholarship?
No. Türkiye Bursları asks for 75 percent for master and PhD, 90 percent for health sciences. Stipendium Hungaricum and Banach weight grades but select on the whole file. A strong upper second with a clear statement and the right programme choice is competitive in every scheme on this list.
